Tax and a bike off the road what's the situation

I bought the VFR in November and it has been off of the road since then. It does not have current tax on it (and didn't have upon me buying it either) but when I have it serviced and stuff I want to put it on the road of course but I am wondering am I liable for all of the tax due on it?
Or can I go to the Guards and explain it's been off of the road and all is fine then?
Always ask why...

There have been suggestions that our dear government (getting dearer all the time, folks!!) were going to do away with the "off the road declaration" and force folk to pay tax whether vehicle has been in use or not, but it hasn't come in just yet.

Thats good, his signature means he is liable for any tax up to the date on the form if there is any issue with the non-use section on the tax renewal. As the guys above have said you have to go to the Garda to get the form signed.
