CB400'99 can not be restricted?

The shop owner told me it could not be restricted because it was the first of the new models that can not be restricted by the restrictor kits.
Does anyone know if there is a way to restrict it? And if so where?

Edit: Looked about the net, and it seems it's a carb restrictor that goes in a CB 400....

FI International seem to have a restrictor listed for your bike. Part no: B2-NC31-K25 Honda CB400 1993 on.
Have a look at www.fiinternational.com
Most good bike shops should be able to get & fit this for you.

I wouldn't have thought there was a difference between restricting the old and new SuperFours, there's not much difference between the two engines/carbs to luck at.
